Called when the hero cannot pay the café tab (AB67).
Hero says "Não tenho dinheiro" (cafe_hero_arrested_0). Waiter responds "Aí não? Espere aí" (frame_bubble_waiter_r1c19 with CHARS=$E719), waits, then clears it.
Clears the table (cafe_waiter_clear) — waiter takes everything away. Jumps to game over (the_end).
